Adding friends - want to add a specific player from the message board

Hi players.   When I go to “Social” and look at the “Community” I can add friends with...that population is small.  How do I see other players to friend.  For instance - if there is a person in the message center who are great helpers, how can I add a specific player when I don’t see them in my “Community” list?
