Cashier- Hot dog

I used my dollars to buy the hot dog cashier. It says 50% shortening of cooldown time but till now it's the same and still it shows the normal 4 hours itself. Why is it so? What is the real problem here?

  It's a timing issue. I think you have to have him for a complete truck cycle before activating.
