How to reactivate account

I tried make a new account on my other phone and it told me what account I will use the old one or new one, I clicked the new account thinking it would not delete because I have it in my other phone. It said on my other phone that another device was using it and when I refresh it as it said, when I opened it, it was not there anymore and it has been deleted however my account still exist for my sisters phone. I think it has been overwritten.
