If a Leader decide to quit can a moderator or a veteran become a leader?

  The next in line will automatically become the leader! First chance would be given to the first moderator, if there isn't any then first veteran...and so on. Also they have to be active or else it will skip them and go to the next active mod or veteran or normal member available...
