Can't elect a Club Admin

How do I elect a club admin? I am a group leader and there are only 3 options available to elect a member, which are moderator, veteran or member. No admin option available at all. Thank you if cafeland could help me with this. My club has been long exists and been in league 1 for quite a while.

  Veteran is admin. They have the option to kick members. Moderators have the option to give/take away veteran status and also kick members
